Scalable video coding (SVC) was developed by the Joint Video Team (JVT) of ISO/IEC MPEG &
2 x  E3 `8 l8 |/ MITU-T VCEG in a standardization project completed in October 2007. The SVC enhancement of/ K7 [0 s/ c4 M4 i" a" X
the AVC core design includes the specification of three scalable profiles (the Scalable Baseline,
+ l; T2 j) Q( k' r* a1 k" ?- [Scalable High, and Scalable High Intra profiles). It enables the construction of SVC bitstreams that
% o/ c: o# {8 r; P" @contain reduced bit rate substreams. The substreams can be extracted from the complete bitstream,
* ^4 w4 g, D; G9 Dthereby providing scalability in terms of bit rate, decoding complexity, and frame rate, spatial
- S2 @  {! y+ hresolution, or quality. In typical cases, one or more of the substreams of the SVC bitstream will be
+ l6 u2 w. t. t9 J  Nfully compatible with ordinary AVC decoders. Frame rate scalability (also known as temporal
/ Q. C+ F' I# Sscalability) or spatial scalability refers to the presence of a substream with a lower sampling rate
2 J# ^& A1 c0 _% q1 hthan the overall bitstream in terms of time or spatial resolution. Quality scalability refers to the7 B, T6 j) r/ i- i, b
presence of a substream with the same sampling rate as the parent SVC stream, but having a lower
