Scalable video coding (SVC) was developed by the Joint Video Team (JVT) of ISO/IEC MPEG &
4 p- i0 `2 Y9 X; ~) g7 W: gITU-T VCEG in a standardization project completed in October 2007. The SVC enhancement of
6 }! i* g( j4 gthe AVC core design includes the specification of three scalable profiles (the Scalable Baseline,
# ?  j. v; L2 o- \; Q! g# sScalable High, and Scalable High Intra profiles). It enables the construction of SVC bitstreams that2 E' z( D- H% Y9 \/ `
contain reduced bit rate substreams. The substreams can be extracted from the complete bitstream,
6 u4 d% _  q! a' C/ r, Jthereby providing scalability in terms of bit rate, decoding complexity, and frame rate, spatial
* ]6 I; {% C& y& t& Z6 Yresolution, or quality. In typical cases, one or more of the substreams of the SVC bitstream will be
  f' z) T! Z% \' q7 @2 ?fully compatible with ordinary AVC decoders. Frame rate scalability (also known as temporal/ h- i" e! C, q( w- t  @( y
scalability) or spatial scalability refers to the presence of a substream with a lower sampling rate9 [% o$ h% `" M' d& M! T) B# F/ A
than the overall bitstream in terms of time or spatial resolution. Quality scalability refers to the
% L2 \* j/ `2 {. c! ]presence of a substream with the same sampling rate as the parent SVC stream, but having a lower
